Honorable President Held a Regular Meeting of the State Security Council

On March 2, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, held a regular meeting of the State Security Council. The session reviewed the results of the work of the country's military and law enforcement agencies over the past three months, as well as issues related to ensuring security and stability in our independent homeland, strengthening the material and technical base of security structures, and further improving their activities. The first speaker was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the measures implemented during the designated period to successfully fulfill the objectives of the Development Program of the Armed Forces of Turkmenistan. Additionally, he provided updates on efforts to enhance the country's defense capabilities, improve the service and living conditions of the nation’s defenders, and train professional personnel. A separate topic of the report was the discharge of conscripted servicemen and the next round of military conscription. After hearing the report, President Serdar Berdimuhamedov emphasized the importance of continuing work to strengthen the country's defense capability and improve the material and technical base of the Armed Forces. Focusing on issues related to military discharge and conscription, the Supreme Commander-in-Chief of the Armed Forces instructed the Secretary of the State Security Council, the Minister of Defense, to keep the organized conduct of this campaign under strict control. Attorney General B. Mukhammedov then reported on the work carried out since the beginning of the year and the implementation of instructions previously given by the head of Turkmenistan regarding the supervision of compliance with regulatory legal acts. He also provided updates on practical steps taken to expand the use of digital systems and improve the professionalism of prosecution authorities. Upon hearing the report, President Serdar Berdimuhamedov emphasized the need to ensure legality and public order in the country, instructing the Attorney General to continue carrying out proper prosecutorial oversight of law enforcement. Next, Minister of Internal Affairs M. Khydyrov reported on the work completed by the relevant structures in the first quarter of the year to maintain public order, prevent traffic accidents, and improve the Fire Safety Service. He also updated on the implementation of the Ministry’s Development Program, including newly opened facilities during the period. After reviewing the report, the President of Turkmenistan signed decrees relieving Police Lieutenant Colonel V. Ataev of his position as Deputy Minister of Internal Affairs and appointing Police Lieutenant Colonel O. Kakalyev to this post. Continuing the discussion, the Supreme Commander-in-Chief of the Armed Forces outlined the priority tasks of the Ministry of Internal Affairs, including protecting the rights and freedoms of citizens, safeguarding the interests of society and the state, ensuring strict control over traffic regulations, and maintaining fire safety. He issued specific instructions to the Minister. Chairman of the Supreme Court B. Khodjamgulyev then reported on the activities of the judiciary from January to March 2025, measures taken to modernize judicial proceedings in accordance with contemporary requirements, and the implementation of instructions previously given by the Supreme Commander-in-Chief. Following the report, President Serdar Berdimuhamedov emphasized the importance of ensuring effective judicial proceedings, upholding legality, justice, and law and order. In this regard, the head of the Supreme Court was instructed to continue systematic improvements and enhance the qualifications of national judiciary personnel. Minister of National Security N. Atagarayev reported on measures taken during the period to protect the national interests of the state, maintain stability, and foster a favorable social climate in the country. He also presented a report on the implementation of the President’s previous instructions and the Ministry’s Development Program. Summarizing the report, the Supreme Commander-in-Chief stressed the special mission entrusted to the Ministry of National Security. He noted the importance of close cooperation with other law enforcement agencies to address key challenges and issued specific instructions to the Minister. Next, Chief of the State Border Service Y. Nuriyev reported on the work carried out since the beginning of the year and practical steps taken to protect the sacred borders of the homeland. He also provided updates on the modernization of border posts and the material and technical base of the agency, as well as the integration of digital systems. Upon hearing the report, President Serdar Berdimuhamedov emphasized that one of the main tasks of the agency is to ensure the reliable protection of the State Border, which symbolizes friendship and brotherhood. Highlighting the importance of continuing work to create favorable service and living conditions for border guards and further modernizing the Border Troops, the Supreme Commander-in-Chief issued the relevant instructions to the agency’s leadership. Minister of Justice M. Taganov then reported on the work carried out over the past three months, including the preparation of proposals for improving the national legislative framework. Summarizing the report, the President of Turkmenistan emphasized key areas of legal reform, the importance of systematic analysis of regulatory legal acts, and the need to align national legislation with contemporary realities. The Minister was given corresponding instructions in this regard. Following this, Chairman of the State Customs Service M. Khudaykuliyev reported on the agency’s performance during the period, measures taken to introduce modern methods and new technologies, and the progress of the Ministry’s Development Program, as well as the implementation of the Supreme Commander-in-Chief’s directives. After hearing the report and highlighting the importance of conducting customs control in compliance with international standards and national legislation, the President of Turkmenistan instructed the agency’s head to continue improving customs checkpoint operations. Chairman of the State Migration Service A. Sazakov then reported on the agency’s activities in the first quarter, practical steps taken to modernize its material and technical base, and the successful implementation of the Ministry’s Development Program. Upon reviewing the report, the Supreme Commander-in-Chief emphasized the need to prioritize the introduction of advanced methods and technologies, the training of highly qualified personnel, and the strict monitoring of compliance with migration laws. He gave the agency head a set of specific instructions. Summing up the meeting, President Serdar Berdimuhamedov noted that, in accordance with the provisions of Turkmenistan’s Military Doctrine, which is purely defensive in nature, measures are being taken to ensure a high level of military security and the integrity of the independent, permanently neutral homeland. Efforts continue to strengthen the country’s defense capability and improve the living conditions of national defenders and their families. As emphasized, work in this direction will continue in the future. The State Security Council also considered several other issues, for which appropriate decisions were made.
