National Leader of the Turkmen People Reviews Preparations for the 30th Anniversary of Turkmenistan's Neutrality

On February 15, the National Leader of the Turkmen People, Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov, held a working meeting with members of the Cabinet of Ministers as part of the Organizational State Committee. The meeting focused on ensuring the high-level organization of events dedicated to the declaration of 2025 as the "International Year of Peace and Trust" and the 30th anniversary of the country's neutrality. The discussions also covered matters related to the reconstruction of the Neutrality Monument. As a result of the large-scale initiatives launched by Hero-Arkadag, and under the leadership of Arkadagly Hero Serdar, significant attention is currently being paid to the construction of various facilities and the renovation of existing ones, including the improvement of surrounding areas. Early in the morning, Hero-Arkadag visited the Neutrality Monument, located in the southern part of the capital. The monument seamlessly blends into the area's unique landscape. At the end of winter, Turkmen nature, particularly in the foothills of the Kopetdag mountains, exudes a favourable atmosphere. The cool morning air has a beneficial effect on human health. According to long-standing observations, abundant precipitation during this period is a harbinger of bountiful harvests. In recent years, the southern part of the capital has been transformed beyond recognition. Hero-Arkadag noted that one of the key requirements for project developers and construction companies is the harmonious integration of office buildings and social facilities with park areas and fountains, which have become the city's main adornments. He emphasized the need to continue work in this direction while considering the requirements of the modern era. Historically, the foundation of Turkmenistan's permanent neutrality was laid by the First President of Turkmenistan, the Great Saparmurat Turkmenbashi. This historic event became a memorable milestone in the lives of the Turkmen people. Turkmenistan’s neutrality, first recognized in 1995, is based on the great humanistic principles of the nation. At that time, 185 countries supported Turkmenistan’s permanently neutral status. In honour of this event, the 95-meter-high Neutrality Monument was erected. The carpet patterns of the five velayats, specially placed on the grand monument's supporting structures, symbolise the Turkmen people's unity, demonstrating the country’s steadfast commitment to the principles of permanent neutrality. Continuing, Hero-Arkadag recalled that the proposal to place a statue of the Great Saparmurat Turkmenbashi atop the structure was supported by the Mejlis and the people, making it a joyous occasion. It should be noted that Hero-Arkadag played a crucial role in laying the foundation of this historic monument. The people say: "Tagan aýagy üç bolar, biri-birine güýç bolar" (A tripod stands on three legs, each supporting the other), remarked Hero-Arkadag, adding that on this pleasant winter day, the Neutrality Monument, standing on three pillars, inspires great aspirations. Each pillar embodies the resilience of timeless values and represents three significant dates in the nation’s history. The monument takes the people back to the glorious days of the past. Turkmenistan’s permanent neutrality was first recognized in 1995 and reaffirmed in 2015 through a corresponding resolution supported by 193 countries. During the Revival of the New Epoch of a Powerful State, the President of Turkmenistan proposed that 2025 be declared by the UN as the "International Year of Peace and Trust," reflecting the global recognition of the country’s noble initiatives and increasing its international prestige. ...Hero-Arkadag reviewed conceptual designs for modernization projects in the southern part of the capital, including planned greenery and lighting systems. Deputy Chairman of the Cabinet of Ministers B. Annmammedov, overseeing the construction and industrial sector, reported on measures for landscaping the area adjacent to the Neutrality Monument, ongoing and planned road and transport infrastructure projects, and presented layout plans. The design projects included landscaping plans around the Monument, tree sapling varieties for planting, lighting poles, a ring road at the intersection of Bitarap Turkmenistan and Chandybil avenues, sketches of a stormwater channel, and a park zone in the south of the capital. After carefully reviewing the proposed projects, Hero-Arkadag provided several observations and introduced appropriate adjustments. He emphasized the importance of ensuring the durability of buildings, transport infrastructure, and construction materials used in various districts of Ashgabat. Noting that landscaping efforts and tree planting should consider local natural conditions and modern scientific advancements, Hero-Arkadag offered several key recommendations. In particular, he stressed the necessity of applying innovative technologies in road and transport infrastructure construction and modernization. These projects must align with contemporary standards and the high level of development achieved in Turkmenistan’s construction sector. Additionally, the modernization of the Neutrality Monument should reflect the colours of the UN flag. Speaking on this matter, Hero-Arkadag stated that the construction and landscaping efforts around the Neutrality Monument, located in one of the most beautiful areas of the capital, must be carried out at the highest level. The events planned in honour of the 30th anniversary of the country’s neutrality, which has been twice recognized by UN General Assembly resolutions, should be held widely in accordance with the spirit of the modern era and national traditions. Hero-Arkadag underscored that the grand celebrations should highlight the achievements of the beloved homeland, the significance of international recognition of the country’s initiatives for humanity, and the necessity of incorporating the neutral status of the country into the decor and illumination of all structures. Hero-Arkadag suggested establishing a museum in this location to provide information on the history of Turkmenistan’s neutrality. He also emphasized the importance of constructing related facilities, including a park and consulting relevant scholars on suitable shade tree species for planting. During the modernization of the grand monument—an enduring symbol of Turkmenistan’s neutral status, rooted in centuries-old traditions of peaceful relations and humanistic principles—state-of-the-art technology should be utilized. The building’s colour scheme should reflect the fundamental principles of neutrality and UN symbolism. Subsequently, Hero-Arkadag, with the participation of Cabinet members, held a working meeting within the framework of the Organizational State Committee to discuss preparations for the high-level celebration of the UN-declared "International Year of Peace and Trust" and the 30th anniversary of Turkmenistan’s neutrality in 2025. During the meeting, reports were presented on the planned program for the dignified organization of Neutrality Day celebrations.
